Job Description and Duties

The Associate Governmental Program Analyst will be directed by the Staff Services Manager I in the Return to Work Department at the Department of State Hospitals – Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to:

  • Plan, organize and manage the hospital's Return to Work Program.
  • Monitor costs associated with the program.
  • Recommends finalization authority.
  • Reviews, investigates, and makes appropriate recommendations of all requests for Enhanced Industrial Disability Leave.
  • Reviews, analyzes and makes appropriate recommendations on settlement requests prepared by SCIF adjuster.
  • Responsible for ensuring accuracy of the Cal/OSHA Log.
  • Assists in the development of procedures and criteria for both return to work and limited duty programs.
  • Represents the facility during CalPERS retirement hearings, attending mandatory settlement hearings as a facility representative and to collaborate with SCIF Attorneys.
  • Provide training to staff, supervisors and managers on Return to Work and Workers' Compensation and yearly SB 409, Supervision Development Program- Supervisor's Role in Substance Abuse and Fitness for Duty.

Special Requirements

Eligibility and Minimum Qualifications

In order to be considered for this job vacancy, you must satisfy one of the following requirements:

1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at Associate Governmental Program Analyst EXAM BULLETIN, OR

2. BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR

3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS:

Education

The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

AND

Either I Experience:

One year of experience performing the duties of a Staff Services Analyst, Range C.

Or II Experience:

Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis. Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment. (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)
